The Canton Police Department released body camera footage on Thursday showing police apprehending Frank Tyson, 53, who was accused of fleeing the scene of a single-car accident on April 18.
The Canton Police Department did not immediately respond to requests for comment on the video, which had been shared online by multiple local media sources, or to confirm incident specifics.
The 36-minute video opens with a police officer approaching a car that had collided with an electrical pole, and a bystander informing him that the driver had fled to a local bar.
Officers are then shown entering the business, where they see Tyson standing at the bar. They attempted to grasp his arms, resulting in a confrontation in which he continuously shouted “They are trying to kill me” and “Call the sheriff.”
Officers pulled Tyson to the ground before handcuffing him. One of them is seen resting a knee on his back near his neck for around 30 seconds.
Tyson constantly says, “I can’t breathe.” I can’t… get off my neck,” while a cop cries “Calm down” and “You’re alright” and stands up.
The footage then shows Tyson laying unmoving, face down on the floor, for roughly six minutes as cops converse with bar customers.
The cops then check on Tyson, who looks unresponsive. They may be heard asking “Is he breathing?” with the question “Does he have a pulse?”
Eight minutes after Tyson was detained, the cops removed the shackles and began CPR. The footage shows paramedics arriving at the incident and transporting Tyson from the pub on a stretcher to a waiting ambulance.
Tyson died at a nearby hospital, according to Cleveland’s NBC station, WKYC. Reuters could not immediately corroborate the claim. The official cause of death has not been established.
The scene is reminiscent of Floyd’s fatal confrontation with Minneapolis police four years ago. A smartphone video of Floyd’s execution went viral, sparking international protests against police violence and prejudice.
It shows a white cop, Derek Chauvin, squatting on Floyd’s neck for more than nine minutes while Floyd, who was Black, pleads for his life, saying “I can’t breathe” before becoming silent.
Chauvin and three of his fellow cops were subsequently found guilty of manslaughter and other charges.
The Canton Police Department officers involved in the Tyson incident have been named as Beau Schoenegge and Camden Burch, according to WKYC.
The station said that both were placed on administrative leave, and that the Ohio Bureau of Criminal Investigation (OCI) is investigating the incident.
Calls to the OCI were not promptly responded.
