What Method Was Used In The Ranking?
As was previously mentioned, the Fragile States Index is predicated on the “CAST” conflict assessment framework.
The CAST framework was originally developed to test this vulnerability and assess potential effects on field initiatives. It is still widely utilized by policymakers, field practitioners, and local community networks.
Twelve conflict risk indicators—security apparatus, factionalized elites, group grievance, economic decline, uneven economic development, human flight and brain drain, state legitimacy, public services, human rights and rule of law, demographic pressures, refugees and internally displaced people, and external intervention—are used to evaluate a state’s current state of affairs.
