Cloud seeding, a means of boosting precipitation, has been around since the 1940s. It entails spraying a powder, such as silver iodide, into clouds from planes or rockets, or burning them at ground-based stations. Droplets of supercooled water can develop around these particles, eventually falling to the ground as rain or snow.

Since 2002, the UAE has maintained one of the world’s most extensive cloud seeding operations. Cloud-seeding flights are conducted on a regular basis to improve freshwater supplies in the arid region.

Even if cloud seeding had occurred during the storm, it would have had only a minor impact on the volume of precipitation, and only in specific places. The spread of the rain across multiple countries, as well as the limited influence of cloud seeding in general, indicate that it almost definitely played no part. “There is no technology in existence that can create or even severely modify this kind of rainfall event,” stated Maarten Ambaum of the University of Reading in the United Kingdom.
